I have exactly the same issue with my newly bought streaming stick 4k and voice remote (without a paring button). I tried everything in the troubleshooting guide, but no luck so far. Anything I can do further?

Re: Setting up Roku stick but my remote won’t pair
Hi, @Jonlee
It's our pleasure to welcome you here in the Roku Community.
We appreciate you for sharing this information with us, and we're sorry to hear that you're having trouble pairing your Roku remote to your device. Rest assured that we'd be more than glad to assist. For this matter, we recommend re-pairing your remote to see if it's able to pair.
Re-pair your voice remote to your streaming device
Put your streaming device in pairing mode:
- Remove the power cable from your streaming device
- Wait at least 5 seconds
- Re-connect the power cable
- Wait for your streaming device to power on, and the Home screen to appear on your TV screen
- Within 30 seconds of seeing the Home screen on your TV screen, put your voice remote into pairing mode
Put your voice remote in pairing mode:
- Remove the battery cover on the back of your voice remote
- Remove both batteries from the battery compartment
- Wait 5 seconds and then reinsert the batteries
- If your remote has a pairing button, press and hold the pairing button for 5 seconds, or until you see the status light begin to flash.
- If your remote does not have a pairing button, press and hold both the Home button and Back button for 5 seconds, or until you see the status light begin to flash.
- If the status light does not flash, try replacing the batteries.
- Wait for 30 seconds while the remote establishes a connection with your streaming device.
Once your streaming device and remote are connected, the pairing dialog will appear on your TV screen. If you're unable to pair your remote, we recommend changing the batteries and once more.
Keep us posted.
Best wishes,
Kash

Re: Setting up Roku stick but my remote won’t pair
Are you using the original USB cable with bump in it? The remote doesn't communicate with Stick itself, only the usb cable with the bump. Like this:

Re: Setting up Roku stick but my remote won’t pair
It never gets past the Pair Your Remote screen with the 3 pictures of 5he remote. Yes, the Remote has the flashing green light. I have had a dozen Rokus and never had this problem with the models that have the pairing button. This is a useless device.

Re: Setting up Roku stick but my remote won’t pair
Thank you for posting here in the Roku Community, @jspearce2003!
We appreciate you letting us know about the issues you've encountered with pairing your physical Roku remote to your Roku Streaming Stick 4K device. We'd be happy to help.
May we first know what model the TV your Roku device is plugged into? Is this the first time you've activated a device on this TV? If so, we highly recommend plugging it into a different HDMI port to see if this makes any difference.
In addition, we also recommend trying it on a different TV to see if this works.
Keep us updated!
Best regards,
Carly

Re: Setting up Roku stick but my remote won’t pair
I'm having the same issue that "jspearce2003" had.
I have the Roku powered up and connected to my tv.
The light on the Roku and the Roku remote are both flashing.
The remote wont pair...
I am not a Roku rookie. I've paired many Roku devices in the past without fail.
This device is not linking to my remote.

Re: Setting up Roku stick but my remote won’t pair
I'm having the exact same issue. What's happening? It will not pair and was working fine the other day. New batteries and still not pairing.
