Restart your streaming device to enter pairing mode:
Use the following steps to restart your streaming device.
Once you see the Home screen, follow the steps in the next section to put your voice remote into pairing mode and complete the pairing process with your streaming device.
If your voice remote has a pairing button, it will be located either on the back of the remote or under the battery cover.
Press and hold the pairing button for 5 seconds, or until you see the status light begin to flash, to put your voice remote into pairing mode.
If your voice remote does not have a pairing button, press and hold the Back and Home buttons for 5 seconds, or until you see the status light begin to flash.
In addition, if you have already tried to pair your remote and streaming device again, visit the article with detailed instructions on how to fix issues with your Roku voice remote.

I have the 3810X streaming stick and the voice remote. Roku support shipped a new remote, and now my system works.
I figured it out. I had the same issue. Newly bought. No pairing button on my remote. The light was flashing but it was wasn’t pairing. *solution: I realized it was because I wasn’t using the cord that came with the Roku. I was using one that was already plugged into my TV. The sensor for pairing is in the plug, not the Roku device. I swapped the plug with what came with it and Bingo! It worked.

I am in the same position Pastor Tim - Newbie has listed. This is my third Roku item but my first streaming stick w/standard remote. I have tried different HDMI ports and switched televisions. I keep getting the pairing screen with three pictures of a remote, the middle one has :05 listed. Both remote and stick are flashing but it “will not pair”. I have tried all your suggestions with no success.
