I returned the first one I got for this issue and the replacement arrived today and it is doing the same thing. Flashes as soon as batteries are inserted and no matter how many times I go through the process the remote will not pair.

To pair the Roku remote, kindly follow the steps below:
Restart your streaming device to enter pairing mode
Use the following steps to restart your streaming device.
Once you see the Home screen, follow the steps in the next section to put your voice remote into pairing mode and complete the pairing process with your streaming device.
How to set up a voice remote with a pairing button
If your voice remote has a pairing button, it will be located either on the back of the remote or under the battery cover.
Press and hold the pairing button for 5 seconds, or until you see the status light begin to flash, to put your voice remote into pairing mode.
How to set up a voice remote without a pairing button
If your voice remote does not have a pairing button, press and hold the Back and Home buttons for 5 seconds, or until you see the status light begin to flash.
Note: Your voice remote and streaming device must be in pairing mode at the same time to complete the pairing process.

I have same problem of brand new Streaming Stick (from Amazon with remote and no pairing button so 2-button press routine)
Roku gets to language screen and immediately goes to pairing screen... regardless of remote, even with batteries removed. Indication of defective Stick ?
New Remote which came with Stick 4K works fine on Roku Ultras. Other Roku remotes unable to pair with streaming stick.
Did this Amazon bought Roku stick come with original usb cable with bump in the middle? The Wifi remote doesn't pair to actual Stick, it pairs to bump in the usb cable. Which looks like this:

Yes, USB power cable, with multi-inch plastic thing in 'middle'. I tested plugging into USB port of TV, and using Roku's AC adapter. From earlier in this thread, there was a comment that the pairing prompt should not be auto displayed, unless something wrong with Stick (or WiFi cable, presumably)... I don't know if that is true or not.
But with new remote, and a Remote Pro from an Ultra 4K not able to pair with new Stick, and new Remote works fine with Ultra 4K... and doing the Stick reset results in exact same pairing prompt (before touching remote, even remote with batteries removed).... ?? It would be nice if there was an end-user troubleshooting step, but from what I've gathered, either the Stick or the WiFi USB power cable has a problem (or mismatch in firmware, or ??) and one or both have to be replaced, not end-user fixable (without a matching Stick/WiFi USB cable to test/swap with? or is there another troubleshooting step I can take?
as a side note... to make sure house WiFi not interfering, I even unplugged my PoE AP (business class unit) while doing a 2nd round of troubleshooting, on a different TV, to confirm results
To be more clear/explicit... when initially plugging the Stick into TV and powering on, the language prompt comes up followed a few seconds later by the pairing prompt screen/image (exactly as posted previously by Mobius187 on 07-20-2024 04:08 PM page 1 of this thread) ... This is regardless of doing anything on remote... no batteries in remote, after Stick reset, etc. exact same power up sequence every time and no ability to pair any remote (which as noted, new remote is confirmed on other Roku to be working fine)
And new Stick 4K remote I received is the model without dedicated pairing button, mic pinhole to left of power button
@Lawrence_SoCal, you may have received a returned unit where someone bought and returned it after swapping out the cable. Without a working cable, there's no way to test any theories.
Yea, came from Amazon and appeared properly sealed as new unit, Wifi USB cable did not look previously used... but yea, can't tell/test
