If your phone doesn't have cellular data, you can still connect it to your home Wi-Fi network. This will allow you to download and install the Roku Smart Home app and set up your Roku Smart Home device.
However, it's important to note that if you leave your home and your phone remains disconnected from Wi-Fi without cellular service, you will be unable to receive notifications or control your home through the Roku Smart Home app. Essentially, without an internet connection, your phone won't be able to communicate with your smart home devices while you're away.
