I am having the same issue. It powers off and controls volume but it won't turn on my toshiba tv. I have the voice activated roku remote 4k that I bought separately.

I have the voice activated roku remote 4k, as well.    My issue resolved itself when I ran through the setup again for the remote about a month ago.   The last code set for Toshiba actually worked this time.    Maybe the Toshiba codes sets were recently updated.    You did not mention the TV model.    That might make a difference.
