The most basic model of Roku remote does not have TV controls. You just use the TV remote for those.
This works fine because Rokus normally don't power on and off - the power button (on higher-end remotes) is only for the TV as a convenience.
I'm not sure what you mean by a "set-up" button. To set up a Roku, you can press Home (if not already there) and then settings -> etc... No specific "set-up" button is needed. The most basic Roku remote is also IR-only so there is no pairing needed. Just point it at the Roku and press buttons. (Hopefully your Roku is not a "Stick" model - those don't work with IR-only remotes since they normally have no line-of-site to the remote.)
