I have exactly the same issue with my remote that started about two weeks ago.
Here's an interesting fact, I was talking with my daughter who has the same remote and she told me that her remote was doing the same thing! Not staying connected with the volume and the TV on/off...
I'm not much of a believer in coincidence, but looking at ALL these post with similar issues and ALL are about two or so weeks old I'm wondering if there was a ROKU software update that perhaps was/is the issue? I don't know when it was updated as there is no published date for this release...
I checked and the firmware version for my remote is rtn.4186. Does anyone else have this firmware version?

ROKU support told me to buy a replacement new remote and that would take care of the issue. But if it turns out to be a software issue then I think it's up to ROKU to correct and update the software....

There could be a few different reasons why your new Roku Ultra is having difficulty controlling your Sony OLED TV. Here are a few things you can try to troubleshoot the issue:
Make sure that your TV and Roku Ultra are connected to the same network. This is necessary for the Roku Ultra to be able to control your TV.
Check the HDMI port that you are using to connect your Roku Ultra to your TV. Make sure that it is not damaged and that it is securely plugged in.
Try using a different HDMI cable to connect your Roku Ultra to your TV. Sometimes the HDMI cable can be the cause of connectivity issues.
Reset your Roku Ultra and try the setup process again. To reset your Roku Ultra, go to the "System" menu in the settings and select "System restart."
If you are still having difficulty, you may want to try using a different HDMI port on your TV. Some TVs have more than one HDMI port, and using a different port may help resolve the issue.
If none of these steps help, it is possible that there is a compatibility issue between your Sony OLED TV and the new Roku Ultra. In this case, you may want to contact Roku customer support or Sony customer support for further assistance.
I solved this problem myself by unplugging the ROKU from my TV and the power connection to the wall outlet. Put everything back and made sure all connections were tight. Turned the TV on with the TV remote, made sure the correct HDMI was selected. The ROKU opened and the home button opened everything. May have been a loose connection. My TV is an older model. Also solved the battery problem where they needed frequent replacement. The ROKU stick comes with a separate short connection (don't know the name for this cord), I had it connected directly into the stick, I connected it to the stick then to a wall outlet and never had a battery problem again. Sorry I'm not very tech savvy so I can't use the tech names for the connections.
Purchased a new TCL TV. The right arrow and the volume up button on the remote are not responding. The TVs Serial # is 2207GTC012054B00847 and Model # is 55S455-CA. Any suggestion on how to fix this? Thank you.
That doesn't sound good.
The remotes that come with Roku TVs -- which, by the way, are made by TV manufactures such as TCL and not by Roku -- are infrared remotes. They are very simple remotes. That's not a bad thing, just a statement that the physical devices are not complicated.
As such, when issues arise, there are few things to try. Since it's new, I'm doubtful these suggestions will work, but it's worth a shot.
Try blowing out the contacts with air. Perhaps blowing there will do, but a can of compressed air would be better. It's good to have a can of that around for cleaning keyboards and such.
If that doesn't do the job, it could simply be a defective remote. As TCL, not Roku, made the device, you would have to contact them. Where to get support for your Roku TV

I never heard back from "technical support", but Roku customer support sent me a replacement remote, which fixed the problem immediately (for now).
I'm having the same on/off volume issues with my Vizio. CEC is turned on. I've reset both TV and ROKU stick several times but to no avail.

Make sure you are running sound through the TV and not a receiver or sound bar when you attempt the pairing. If you are, you can simply answer "no" to the "can you still hear the music" prompt.
