In this case, we recommend performing a factory reset on your Roku TV that may resolve the issue you are experiencing. Please note that resetting a Roku device erases all its settings, apps, and account data, essentially returning it to factory conditions.
You can follow the steps below to perform a factory using the physical button on your Roku TV.
Ensure your Roku TV is powered on.
Press and hold the reset button for exactly 10 seconds.
Watch for a fast-blinking light, indicating that the reset is in progress.
Once the light blinks at a normal rate, release the button.
After a successful factory reset, your Roku device will restart in the same state as a factory-new device.

I tried a random weird fix. My tv kept on restarting after couple of minutes.
I used a usb to usb c cable and hocked up my ipad to it. It stoped restarting.
Everything else failed, reset restart, factory reset, nothing worked.
I had the same problem with my onn Roku tv. It ended up being the remote. If I took the batteries out of the remote and manually turned the tv on it was fine. As soon as I put the batteries back in the tv started rebooting. My best guess is the power button is stuck in the remote or something.
