So far I'm not able to find a solution in any of the existing threads so I might as well try one specific to my current situation.
I have two identical 4k Sticks. I am currently in a hotel with two TVs, each with a stick. The one in the bedroom works fine, the one in the living area can only play tv shows and movies from the start, and on a few ones (normally higher quality 4k) not at all. If I try to resume or do something fancy like swap to a lower bitrate stream, it just marks it as "just played" and goes to the next episode. The identical stick on the exact same wifi on an identical TV 30 feet away works just fine. I have factory reset the Roku and deleted and reinstalled Plex but no luck. Force direct play, auto direct play, changing the H.264 level, allow MPEG2; nothing makes a difference. It's also very clearly something weird since the identical stick that was purchased less than a month apart doesn't have this issue at all. Any further thoughts?

Did you restart your Roku device before re-installing the channel? That step is crucial when performing troubleshooting. If you haven't tried the suggested order (remove > restart > re-install), we would recommend giving it a shot once again.
Restart from the Settings menu by navigating to Settings > System > Power > System restart (if you do not see a Power submenu, skip to the next step.)
Furthermore, kindly highlight the app and press the star* button on your remote to update the app.

Nope, that did not change a thing. I have two identical 4k sticks on 2 identical TVs linked to the exact same wifi; the only difference is that the one that doesn't work is less than 3 feet from the router while the one that does is 30 feet. No matter what I do on about half the stuff I watch it gets stuck at 33% and boots me to the "just finished watching" screen even though I haven't finished it.

Just swapped the rokus to the different rooms to solve it. The one is still broken and doing the exact same thing but I only use the bedroom one for background TV shows while falling asleep and can work around the issue. It would be great to know why two identical devices work differently.

Nope, it seems like it's a super common issue that never actually gets resolved. I wish I had known before buying two rokus because I would have gotten something else.
