Trying to get a handle on my monthly bills and I noticed a reoccurring charge from The Roku Channel for $9.48 each month. Is this normal or necessary to keep my Roku working or can I cancel this charge?

The Roku Channel itself has no charge. But, you can access some services through it, and maybe that is what the charge is for. You should go to the Roku website, log in, and check your subscriptions.
