Roku TV wont connect dorm wifi as browser doesnt pop up

I recently moved into my uni accommodation and brought a smart TV with me. I have an ethernet cable (cannot use wireless) which allows it to connect to the halls, but I get to the part where it says to connect to its wifi and input the password, which is fine but then when i open my browser nothing happens, so I cannot connect the TV. The TV was set up before I came on my home wifi and I have been using it a bit on my mobile hotspot (although this is using up a lot of data, so not a long term solution) and I have checked if the TV needs updating, which it doesnt. Ive tried restarting the TV and my phone. Ive disconnected from the TV wifi and forgot the network so i can input the password again to try get it to connect more times than i can count! It is so infuriating and im going to end up returning the TV as it is useless if it wont connect!

We see that you're experiencing trouble connecting to your dorm Wi-Fi. We'd like to take a closer look at this so we can help you start streaming soon. 

Have you tried clearing the cache on your browser and going into incognito mode to see if that makes any difference? Also, try resetting your network by going to Settings > System > Advanced System Settings > Network Connection Reset. Then, after that, try doing all the steps below to re-setup your connection: 

  1. Press the Home button on your Roku remote.
  2. Scroll up or down and select Settings.
  3. Select Network.
  4. Select Set up connection.
  5. Select Wireless.
  6. From the list of available networks, choose the wireless network for the hotel or college dorm. If you do not see the network, select Scan again to see all networks.
  7. After your Roku device connects to the network, please select I am at a hotel or college dorm.
  • After the connection is initiated, the remaining steps will appear on the television screen. Complete these steps on your computer or smartphone.

    • Note: You have several minutes to authenticate. If the network setup times out, select Try again to initiate the connection again.

After the connection is authenticated, your Roku device will return to the Network menu. The Network name should match the network for the hotel or college dorm, and the Status should say Connected.
