Hello, my Roku express 4k+ 2021 won't connect to my WiFi, meanwhile my phone is connected and showing 12 other networks. I tried restarting it, restarting my WiFi, network connection reset, and nothing has made a difference. When I hit the “scan again button” the loading screen appears for a second before disappearing and showing no WiFi networks, not mine or my neighbors.

Try using a wall adapter if you are currently using the TV USB power port. (any cell phone 5volt, 1 amp USB charging adapter should work).
If you are repeatedly getting a blank screen of available network connections, I would suspect a defective device/internal antenna. (if not being caused by an underpowered device, which the above use of a wall power adapter should help address).
I am having the same problem with my stream bar pro. I have restarted my modem, restarted the Roku, factory reset my Roku, and still no results. The smart tv that my Roku is attached, has wifi connection. This is very frustrating.
my other TV that has a Roku device is working fine and is further away from the modem. So I know it is not a modem issue.

Before we proceed, may we know what TV (model) your streambar is plugged into? In addition, when and where have you purchased this? In the meantime, try to connect your streambar to an alternative network connection to see if it will successfully connect. Perhaps a mobile hotspot would do.
