I understand that you want to manually connect your Roku mobile app to the Roku device using the IP address, is that correct?
For this process, you may need the Roku remote to get this information from the Roku device settings menu. If you need a replacement remote for your Roku device, you can purchase a compatible remote on our Products page here: Roku Accessories.

No device -- Roku or otherwise -- has an IP address until it connects to a network. If it's not connected to a network, then it does not have an IP address. << Read that last sentence again, if necessary.
To connect a Roku device to a network, you need a remote. << Read that again if necessary.
If you do not have a remote, you still need a remote. That need can be met multiple ways: 1) buy one from Walmart, Best Buy, or other retailers, 2) buy one online from Roku, 3) buy one online from another retailer, 4) borrow one from a friend that has a Roku.
It's a good idea to always have a remote, even if it's only ever tucked away in a drawer. Your current situation is why.
