Is my TV always supposed to be connected to WiFi?

When I turn my TV on it has ads come up. Is that a result of the WiFi connection? Is there a charge for that? 

I have a Phillips 32’ flat screen LED Smart ROKU TV

We appreciate your bringing this to our attention, and we would like to gather more information for us to better understand the issue. Is this issue happening within a specific channel, or occur right away when turning your TV on? Also, is this a display of an image or a video?

In the meantime, we recommend performing a system restart by navigating to Settings > System > Power (skip if no sub-menu) > System Restart. 

With more details regarding the issue, the better we can assist.
