I have the same problem. When I open the Peacock app on Roku it wants me to set up an account. Comcast has said that for the free access we are to create an account using the Comcast/Xfinity username and password, but that does not work through the app on Roku.
This seems to be a problem for others, too. Thanks.

You need to link your Comcast account to Peacock. That usually works better doing that first through a computer than the app.
