A few years ago, I went into a Home Depot for a Halogen light bulb. A roughly 3" long clear glass tube with a filament running the length of it. The helpful HD guy led me to the rack, pulled the one off the front and said: "Here you go." I said: "You expect me to buy this?" He said: "Why not?" I said: "Because it's brown and the filament is in a bunch of pieces rattling around the tube." He agreed that I was right and grabbed the next one. It was the same. The third one was OK. Returns are way too easy at some stores.
I did submit a post to Amazon from my order and on the product link. Amazon rejected the post as they said it violated their policy and would not post it. It says (I cut and paste below). So only choice it to return it and buy another and hope it is not another used repackaged as new. Amazon does not make it easy to complain.

Yea, AMZ typically frowns when you try to post something about the seller or shipping in a product review. If you bought through AMZ and a third-party seller, you could still provide feedback if you search for the Amazon seller feedback page, which they have conveniently made harder to find. If it is direct from AMZ, then it is mostly just complaining through customer service and hope they make it right.
