I'm trying to connect my roku remote to my roku tv that isn't connected to the internet.. the remote doesn't have a pairing button and i'm unsure where the original roku tv remote is
Since you don't know where the original Roku TV remote is, are you saying you are trying to use a remote for a separate Roku device, to control a Roku TV?
Roku TVs use a different set of IR commands than Roku devices -- IR remotes for one cannot control the other. So your options for controlling the Roku TV are:
It appears you have a Roku Simple Remote. It is an IR only remote. The code set is the standard one that all Roku-built devices accept.
Roku TVs are not built by Roku -- manufacturers license the software for the smarts of the smart TV -- and all come with IR remotes, but the IR code sets used by the various Roku TVs are different than the Roku standard one. Some Roku TV IR remotes will work on other Roku TVs (different brands), so they are not all unique, but none use the Roku standard.
If you are not going to have a network (Internet isn't critical, just a network is important) then you need a compatible Roku TV remote for your brand, probably needed from the manufacturer. Having said that, it has been reported that some universal remotes that support the TV brand (usually listed on the packaging) will control that brand Roku TV. That may be worth a shot and quicker to resolve.
Or put up a network.
