Is it possible to connect my Roku Soundbar to my desktop PC and using it as a speaker? I have tried using the HDMI and digital audio port to connect, but I have had no luck.

No, the Roku devices including the Roku Smart Soundbar are designed to be directly connected to TVs.

This isn't strictly true, you can buy a USB to Toslink adapter search for Cubilux USB A to TOSLINK Optical Audio Adapter, and that will let you output audio to the device that shows up as usb on your PC and then the soundbar or streambar will pick that up via optical input.
