Streaming Stick4K and Voice Remote Setup Pairing Issue

I have tried everything suggested to pair my voice remote with my 4k Stick during the initial setup.  Both are brand new from the original package.  I also have another brand new remote and 4k stick set that also will not pair.  Both have been tried at different TV’s.  

Could I have bad sticks or just bad remotes?

Are you using the USB cable with the Wi-Fi module embedded in the cable?  That's what the remote communicates with.
