I tried all these methods. Tonight,  it doesn't work,  at all. Yesterday, it would work, if I restarted the roku device at the beginning of each movie. Tried restarting the Roku ONN tv several times. Removed batteries from remote. Nothing. Roku needs to issue an update to the software.

I appreciate you reaching out for support, and I'd be happy to suggest some troubleshooting steps to help you.

Firstly, may I know on which specific channel you are experiencing this? Also, can you please confirm what is your current running software version? It's through Settings > System > About > right arrow button.

In the meantime, I suggest resetting your remote to see if this will make any difference. Press and hold the Back and Home buttons simultaneously for about 20 seconds. After doing so, pair it again and see if this will trigger the picture settings.

@stus18901 you mention both a Roku device and an Onn Roku TV. Is there any chance you have the wrong remote in your hand when you're trying the button press? I ask that knowing it's something I've done when I had a Roku player connected to a Roku TV, and it wasn't responding when I pressed a remote button.
