Roku Voice Remote Pro - can it learn IR codes for controlling volume?

I have a Roku TV that will not communicate with my soundbar via ARC (long story but that is on another discussion thread).  I was wondering if you can teach the Roku Voice Remote Pro to learn IR codes that you would be able to send to the soundbar (from it's remote)?
