I have this same problem with one of the two Roku remotes that I own. Unfortunately, I've been tolerating it for more than 90 days and so now I cannot return it to the store (my fault for not acting quicker!).
Is there a way I can exchange it for a new remote? My second remote works fine, so I really believe this is just a one-off problem.

I just tried the re-pairing process that you described below. It did not improve the problem. If you will send me a new remote, I can send this one back so you can examine it.
