My remote is broken and I don’t have it anymore. My tv isn’t connected to WiFi anymore. Is there a way to control my tv without a remote and and wifi for the Roku app? Can I buy a remote that will connect to my tv?

You can not to do without a remote. But it doesn't have to be Roku remote, you can buy an aftermarket universal remotes like this from Walmart:

Roku tv remote in the above is 4398.

As long as it have tv power and volume keys, along with crescent moon key for sleep timer it is sure to be Roku Tv IR remote.

In addition to what @Tivoburkee said, Roku Voice Remotes ($20), available at Walmart, Best Buy, Target, etc., also work with Roku TVs.
