hearing garbled voice when using remote to scroll channels

The sound of a fast-talking garbled voice is heard when using the remote to move to any channel.

Thanks for inquiring here with us in the Roku Community. It seems like the screen reader is enabled with your Roku device. If you wish to disable this, press the start (*) button 5 times consecutively. After this, this feature is disabled.

I pressed * four times and ,ade out a voice that said screen reader disabled, but I still hear the voice about 15 minutes after turning off the TV. Purhaps it is a bad TV.

Sounds like the word "charging"  and "menu".

Shortcut is enabled. Audio output is "Auto"  HDMI is plugged into ARC connection. Screen Reader is Off.

What am I missing ??
