I had this problem before with a Samsung (I think) TV and Vizio soundbar. Check the soundbar manual - there may be an option to tell it to ignore the volume up and volume down signals from the TV remote. The problem was that the soundbar _and_ the TV were going up or down whenever the volume up or down button were pressed, so the effect was multiplied.
