My standard voice remote has fresh batteries and the pairing light flashes when I push the button. I can use it to raise and lower volume. It is otherwise completely unresponsive. The home button does nothing, the arrows do nothing. Am I forced to buy a new remote in order to use Roku?

I have a battery operated voice remote. I followed the instructions for re-pairing on this page:
https://support.roku.com/article/208755708
They didn't work. Then I contacted customer service on the Roku app and received different instructions, which were to hold the button down for 20 seconds, then turn on the TV and the Roku device. When I did that, it paired and began to work again.
