Roku in and of itself is completely free. Other than the price of the device, there is no other cost to use Roku if you stick to streaming free channels/apps.
The only additional costs would be for premium subscriptions and add-ons (screensavers, apps, etc) that you can install on the Roku device.
Login to your online dashboard account at https://www.roku.com/ and see if you have any active subscriptions through Roku. (some users forget to cancel trial subscriptions which automatically renew until cancelled).
If you are sure you have no subscriptions, then you may just be an unfortunate target of a scam and have to address through your bank/credit card.
