I had this issue with a past iPhone. If I used an iPad or Windows laptop, I never have a problem. That seems to point to the phone, but without testing it on a multitude of different phones it's tough to say. But that was my workaround for the issue. It never failed with the laptop and usually worked with the iPad.
A manual mode needs to be added. Mine says connected but no apps can connect.

Yep, we've asked for that for years. Crickets...
I just made a 60 mile round trip drive to the closest Best Buy and purchased a Fire Stick.
It loaded the “Accept and Continue” splash page without any issues and I was streaming in 20 minutes.
Make sure you have not connected to the hotel wireless network on your phone before connecting to the Roku network. It screws everything up. Connect your Roku first.
