issues with setup, it updates, then reboots then starts at the language screen again

I received my Roku Express 4K+ and having issues setting it up.  I set the language to English, set up my wifi, and then it says it will update and reboot.  Once it reboots, it take me back to the "select language" screen and the process starts all over again.  I have tried 5 different times and it just keeps starting all over again

Thank you for letting us know about the trouble you've encountered setting up your Roku Express 4K+, and we apologize for any inconvenience this issue has caused.

When the setup fails to complete, here are some things that some people have found to work for them. They may not be universally successful, but they are at least worth a try.

It's the most accessible solution, so try this first: Restart your router, even if other devices on the network are not having problems. When your router has completed its startup, try repeating your Roku setup.

Also, try using a different Wi-Fi network to do the update, perhaps via a Wi-Fi hotspot on your mobile phone or by taking it to a friend's house, and see if it will complete the startup.

If successful, redo the Wi-Fi connection to use your intended WiFi network via Settings > Network > Set up connection.

Hello! 
mine is doing the exact same thing. I’ve tried different techniques but nothing seems to be working. I’ve restarted wifi and moved block to connect to wall but nothing seems to be working. 
wondering if there’s any other options to try?

We understand that you're experiencing trouble activating your Roku device, which reboots after updating. We're here to help. 

You may need to restart the activation process by doing a full Factory reset on the device and try setting it up again. To do that, follow the steps below:

Located on the back or bottom of your device, the physical Reset button is either tactile or a pinhole design that requires a straightened paper clip. It will appear similar to one of the following:

Once you locate the Reset button and your Roku device is powered on, press and hold the button firmly for about 10 seconds. When the factory reset is complete, an indicator light or status LED will blink rapidly on most Roku devices.

After doing all the steps, try activating it again and observe if it proceeds through the activation process.

I'm having the issues with Roku Express and have tried all the above recommendations nothing is working have installed these devices on other TV in the house with no issues.
