Sometimes you just need to unplug the power from everything for several seconds and then plug everything back in.
You probably want to go to each device and make sure HDMI-CEC is properly set. On the Roku, you need to make sure that “1-touch play” is enabled. On the other two devices, you’ll need to check their settings. Funny thing about HDMI-CEC is that lots of companies like to use their own names for it. Samsung’s name is Anynet+. Make sure it’s enabled everywhere and look for anything like “Refresh the network” on each device, and do that.

Thanks for your reply! The CEC settings are "on" for the receiver and TV. The TV remote turns on/off the TV and receiver as would be expected. The Roku does have 1-touch play enabled. Perhaps there was a Roku update that caused this to fail? A few weeks ago I did a full reset on the Roku but no change. Maybe I need to do a full TV reset next. I haven't seen any refresh options on the TV.

OK looks like it's back to normal. Too bad I didn't learn this earlier, but yes, unplugging the TV and waiting about 5min did the trick. Everything is back to normal: Roku remote turns TV and receiver on, and the "TV Off" tile turns them off. Perfect!
Hoping this fix lasts. I was reading on the Samsung TV forum that some folks are doing this nearly daily...
