I've had a number of different Roku models for over 10 years and I've never seen anything like that.
Is this a new TV that you have just set up? This sounds like it may be in a demonstration mode intended for use in a store's showroom.
If this is a Roku TV (one with Roku functions built in), perform a Factory Reset to set the TV up from scratch and choose Home use instead of Store or Demo use.
Factory reset on a Roku TV is accessed via Settings > System > Advanced system settings > Factory reset.
If you don't have sufficient control to use that menu path, you can press and hold the reset button for 10 seconds (Roku streamers) or 10 seconds. Depending on the model, the reset may be a physical button, or it may be behind a pinhole where it may be pressed with an unbent paperclip or something similar.
If this is NOT a Roku TV, consult with your TV's manufacturer on how to get it out of Store/demo mode..
