The typical way to control a TV, especially a non-Roku TV, is via IR. Roku remotes control TVs through IR and Rokus through either IR or Wi-Fi. The vast majority of recent-model phones do not have an IR emitter which gives them no direct way to communicate with a typical non-Roku TV.
There is a possible workaround of sending a command to the Roku and having the Roku send a volume command via HDMI-CEC, but HDMI-CEC isn't always available, enabled, or reliably implemented. My TV implements HDMI-CEC fairly well, but I got annoyed by it being turned on and/or switched inputs when I didn't want it to, and since there were no detailed options to make CEC work like I wanted, I turned it off.
I was told online that you cannot use your phone's volume controls to access the volume on the roku mobile app. on your phone. It doesn't work. Some say you need to adjust in settings in Roku ....which settings??
I've got 2 Roku TV's and one TV with both a Roku Streaming Stick 4K and Roku Express 4K+, and control with 2 Android phones, one Android 10 the other Android 12, both with the Official Roku app.
The Roku app controls the Roku TVs volume up, volume down, and mute.
The Roku app with TV and Roku Stick or Express 4K+ does not show volume or mute settings, and does NOT respond with phone volume up or down physical buttons.
But one can still control volume:
Press the Microphone graphic at top of app and SAY:
"Volume Up" = up 5 clicks)
"Volume Down" = down 5 clicks)
"Volume Up One" = up one click
"Volume Down One" = down one click
And so on...
