I am trying to pair my ios Roku mobile app to my Hisense Roku tv. I have ensured they are both on the same wireless WiFi and bandwidth. They don’t work, I have restarted both multiple times and when I try the IP address method it also does not work. When I choose to manually connect through the IP address it auto fills 8 numbers, 3 of which I delete and correctly fill in the IP address (per my tv settings) and when I do it always says cannot find a Roku device with that IP address. This is frustrating anybody help, thank you.
I would also like to add I am on off campus housing. But we each have our own router in each house. I am using the private community WiFi though.
The app does not "pair" with the Roku device. It simply scans the connected network for any Roku device it finds and allows a connection to it. Based on your statement about being on a semi-private network, chances are good that the router has a security function enabled that blocks connected devices from seeing either other. That will stop the app from finding the Roku.
The other issue might be the IP address range they are using within your network segment. Roku programmers designed the app to only work if the IP address is within what is considered a Private IP address range. Here is the list of ranges considered Private:

Most home networks are within the Class C range, almost always using 192.168.0.x or 192.168.1.x. But if your network admins used an address range outside these numbers, again the app will not work.
I have the same issue with my TCL Roku TV I just got 2 weeks ago. It will randomly work for a few hours and then it disappears from the app. I’ve tried all solutions
