Just had new version of FIOS equipment installed.
My issue is with the Wetinghouse ROKU 24 inch TV and its remote.
Once powered up, the Fios remote ( new version, RF and IR paired to 4100 Video plus wifi to HDMI box)
the equipment works correctly. If I power down the Roku tv using the Fios remote, about 15 minutes later I can not turn on the TV using the Fios remote. I have to use the Roku remote to turn on the TV. Once on, the Fios remote works and can be used to turn on or off the TV as long as it hasn't been turned of for about 15 minutes.
I have disabled all power saving options. When this happens, pressing the power button the FIOS remote does not cause the IR white lens on the TV to flash red. Either the FIOS remote is not sending an IR signal or whatever it is sending is not what the TV is expecting)

The problem is solved I believe. I have turned off the TV three times and let it 'rest' for about a half hour. So far, it powered up each time with the Fios TV-One remote. I followed you advice to set the correct options. Enabling ARC was fairly straight forward.
Optioning CEC was a bit trickier. The not so obvious step was to go to system audio control and select 1-Touch Play

Re: Verizon Fios remote and Roku remote, Can not turn TV back on.
If the Fios remote is using cec instead of IR some tvs don't come out of standby via cec signal like it does for an IR command. Roku found this out when they released the first Roku Smart Soundbar, originally both power and volume was cec only but after an update you could program tv power command by tv brand and control it by IR.
