I am having a similar issue with my Roku Express 4K+. The reference link in the previous message on this trail does not address this issue.
On certain streaming platforms (Hulu, PBS, but not Prime), the remote navigation skips icons. This occurs in certain contexts, but not all. If I try to select an episode that is neither the first nor the last of a season, it will skip beyond the icon, often to the start or end of the row depending on the direction. This skipping also happens with the up and down buttons in some contexts.
I tried powering off and on the device and the remote, without luck. I downloaded the phone app, which navigates without issue, suggesting that it is the remote or the way the remote communicates with the device.
This may be unrelated, but I should add that I had trouble connecting the phone app to the device until I used the remote. Then I was able to connect phone to device. That in itself seems odd.
Your problem may not be with your remote, but with your Roku's response to the remote. As with so many problems with electronic devices, a restart may be all it needs. [Note: If you have a Roku TV with "Fast TV Start" enabled, turning it off/on puts it in/out of a standby mode but does not give you a full restart.]
Depending on your Roku model you'll find the "System restart" option under "Settings > System > Power" or if you don't have a "Power" option, under "Settings > System".
If a restart doesn't do it, or if you don't have sufficient control with the remote to navigate the Roku menus, you can also restart by pulling the power plug to the Roku for a few seconds then plugging it back in and waiting for it to restart.
