I don't think so. Roku remotes use Wi-Fi direct and Fire TVs probably use Bluetooth. They're not compatible. At most you could get the remote to turn the TV off and on and control its volume, but to accomplish that you'd have to plug in a Roku device to go through the TV control setup procedure.
