Roku remote keeps losing tv volume control

I have a Roku ultra LT box hooked up to my Onkyo AVR and then into my Panasonic TV via HDMI.  The remote is set as IR because it can't control the volume via CEC (TV has ARC which controls the HDMI input and power state but apparently no volume control).  With this setup, when I press the power button on the Roku remote it will control the TV power on/off as well as switching to the HDMI input perfectly.  When I set up the remote in the Roku settings it works correctly for a while (between a few minutes and weeks).  Eventually the volume (up/down/mute) stop working.  If I redo the remote setup it will start working again.  If I ignore it, it sometimes starts working again.

Is this something that is a known issue?  I see a lot of issues with power and volume but didn't see any with just the volume.  Unclear if these are related issues but they don't seem identical.  Also not sure if running Roku through my AVR would cause any complications.  Seems to me the remote should just send a simple IR command which the TV sees so unless the remote decided to stop for some reason, the volume should just work.

I searched a different way and see there are a lot of threads about the remote losing volume control like mine.  Most appear to be the newer rechargeable remotes.  The one I have is a battery model (RC-EL2).  Not sure if that makes a difference or not.  I have a second Roku stick device in my trailer that has a similar remote but this one has a headphones jack on the side.
