I have a new Express 4k+, and installed it on a samsung tv. It seems to be shutting on and off. I used the on-board usb (it said it was 1.0A, so it should be good, right?) So, to be sure I walked back to another room to get the power nugget, and all of the samsung tvs I went by started cycling on and off as well. Does this not tell me there is something wrong with the remote??? Please let me know what to do.

We're aware that you're having issues with your Roku remote, and we're here to help. To start, could you please let us know which Roku remote you have and when and where you purchased it? Additionally, please check to see if any buttons on your Roku remote are stuck.
In the meantime, please try the following troubleshooting steps to see if they help:
Resetting your Roku remote by pressing and holding the Back and Home buttons simultaneously for about 20 seconds. After doing so, pair it again and try using the on and off buttons to see if this makes any difference.
Disable 1-touch play. On your Roku player, open the settings and disable 1-touch play using the steps below.
Please try doing this and see if it helps with what you're experiencing.

In addition to the message from @RokuJharra-Q ...
By default, the Voice Remote supplied with an Express 4K+ controls limited TV functions (power, volume, mute) via infrared (IR) commands sent directly to the TV, same as the TV's own remote does.
The IR signals are sent from the top end of the remote. Try holding your hand over the top end to block the IR (or just remove the remote's batteries) and see if this stops the on/off toggle.
Make sure the Power button is not stuck in a depressed position.
