I got a Roku Express 4K+ for Christmas and am struggling to set up Volume Control on my remote.

At first it worked very briefly but would only control volume from a foot or two away. It was also controlling the TV volume directly through the Tv's UI rather than the usual Roku circle in the top right of the screen.

I tried using the Set Up Remote for TV control setting and it doesn't work at all. The music never stopped playing after 50 attempts to find a TV code in IR setup. CEC setup doesn't work at all.

For more details on the television, it is a Toshiba 32dt1u. The device recognizes it as a Toshiba but that is all.

I hope I can get this working, because I switched from Fire TV to Roku for this exact feature. Thanks in advance for your support.

Try new batteries in the remote.  It sounds like it's sending out a weak IR signal.  Once you choose one of the Toshiba codes (even if it doesn't work) point it at your phone's camera and press one of the TV control buttons (power, volume, mute).  You should see a flash on the phone's screen.  The brighter the flash the stronger the signal.

You must have a Roku TV.  For other TVs you'll always get the TV's volume indicator on its screen.
