My remote is connected to my tv and a tv that I dont want to pair it with. How can I delete the other device?
The Roku remote is IR, you can't stop it from controlling all Roku's in its line of sight, sorry. You can switch to wifi remote, wifi remotes only control one Roku at a time. Having two Roku you would need wifi remotes for both, completely abandoning the IR remotes for good.

The confusing part is, its not a Roku TV and doesn’t have any roku devices

Then the Roku forum really isn't the place to get assistance. Most TV remotes are IR, and often a remote for one brand will control another. For example, I have a Sharp Roku TV and a Vizio TV. The remote for either TV works on both of them, so I had to block the IR window of the Vizio so it wasn't affected by the Sharp remote. Since I use the Vizio as a computer monitor, it wasn't important for me to have the remote work on a regular basis.
