If this is a Roku Simple Remote as stated:
- Be sure the batteries are oriented correctly, agreeing with the diagram in the battery compartment.
- It requires a direct line of sight to the front of the Roku device.
- It communicates via infrared (IR). It cannot be used with Roku Streaming Sticks, which require WiFi remotes.
- It cannot be used with a Roku TV (one with Roku capability built in) because Roku TVs respond to a different set of IR commands than separate Roku devices do.

You don't pair a simple remote to a TV. Simple remotes don't have any buttons to control a TV.
