If you're looking for a way to move precisely those amounts, it isn't possible. Some apps have their own idea about how far movements should be, but in general using the left/right arrows moves you 10 seconds back/forward per click and the instant replay button (the counterclockwise circular arrow button below the arrow pad) moves back 30 seconds (which in my opinion is much too far). For the arrows, you have to press OK to start the video playing again.
