I have the exact same issue with my TCL Roku TV as well. No option to change the time. Software appears to be updated. I’m going to follow this post to see what the solution is.
Everything they have told me to do isn't working.

We would be more than happy to investigate the issue further, but will need more detailed information. Can you please provide us the following information:
-Roku device model
-serial number
-device ID
-software OS/version (these can all be found in Settings > System > About)
Once we have this information, we will be able to pass it along to the appropriate Roku team to look into further.
