Old Roku 4k remote can turn off tv; new soundbar se remote cannot

Let me start by saying my TV does not support CEC. Until today, I had a Roku Express 4k with a voice activated roku remote that would turn off the tv when I hit the power button; it was connected only via HDMI.

Today, I got a Roku Soundbar Se which because I don't have CEC, is connected to the tv via an hdmi cable and an optical cable; when I connected to the HDMI, it recognized that there was no CEC support and had me plug in the optical cable. When I hit the off button on this new remote, the soundbar turns off, but the tv remains on. 

So I paired my old roku remote to this soundbar and it then asked if I had a Samsung tv. I said yes and it tried a few pairing codes and eventually found the one that turns the tv off. And it can control the sound bar volume/mute. The only thing it cannot do is turn the soundbar off! Given that it successfully controls the soundbar, I can't figure out why it won't turn it off. Is there a way to do this? Thanks in advance....

First, I don't believe Streambars (LE or otherwise) really turn off.  I have a regular Streambar that came with a voice remote.  The power button will turn off the TV, but the only effect it has on the Streambar is to kill the current app and return to the Home Screen.  If I'm not pointing the remote at the TV, the TV and the light on the Streambar remain on.  If I do point it at the TV, the TV turns off and a second or so later the light on the Streambar goes out.  My TV does support CEC and I have the Streambar connected to the ARC port, so maybe that's why the light goes out when the TV turns off.  I wouldn't be surprised if the Power button on the original remote just turns off the light to make you believe it's turning off.  My Kill A Watt meter tells me it's using the same amount of power whether the light is on or off (about 4.5 Watts).
