Since owning this TV, I've done several updates and never had a problem.
After this update, menu selections that would normally access channels (tuner input) get stuck at the splash screen. The dialog to scan for channels that would normally popup after a few seconds never appears.
At this point, only HOME on the remote works. None of the other buttons do anything, not even POWER. If the HOME button is not pressed, the screen eventually times out and the TV shuts off.
All other menu items and the TV itself work as expected. This firmware bug affects only the tuner input.
No amount of troubleshooting has been able to fix this. Resets with and without unplugging for hours, attempts to re-flash the update (or the previous update, which isn't allowed), even setting the zip code didn't do anything.
It appears the only solution will be to flash the next update. How/when can I get a copy?

So it turns out, the fix was to connect the TV to internet. That had never happened in the few years owning it; was never necessary. All updates had been done by USB and online content fed by HDMI from a separate, secure server.
It may be that breaking the internal tuner connection via update was intentional, as a way of forcing users to web connect, IDK for sure.
In any case, as a last and final resort before carrying it out to the garage, i gave it the Wi-Fi pw. The first thing it did was download and install an update -- a higher version that the update site would not give me -- and reboot. Boom! Back to normal.

@no_tv_4me, I don't know why your TV is on 13.0 when 14.x has been out for a while, but you can get an update to download at:
Thanks, @renojim, that method is how I got the bad update! But I did try repeatedly to get the 'next' FW that might not be broken. The system would only give me that last 13.0.0 release.
Did solve though, see next post. The clue was seeing later update numbers (you mentioned).
