So, it’s not a Roku problem it’s a Google problem. So what you do is go to your Google account on your phone or computer, then go to your settings. Go to your personal information, and make sure you birthday have the year you was born. Mine didn’t have the year I was born. So If it doesn’t have the year, add the year and confirm it. It should be fixed.
Go to Google, go your personal information, and confirm your birthday with the correct year, it’ll fix it
I have the solution to this problem. It's real simple.
1. Log into your YouTube account on your computer.
2. Go to manage your Google account.
3. Select personal info
4. Enter your birthday, including year which is very important.
After you do this, all your devices will work according to your age.
I had this problem for awhile till I figured it out.
I noticwd it jas also done the same on certain free movies

Roku doesn't control the YouTube channel on their devices. Google has sole control of the channel's functionality. If you have a problem with the YouTube channel on Roku, it's likely going to have the same problem on any other device. Google maintains the apps for all devices, and their intent is to make them all work the same, regardless of platform. The YT app on my Shield is identical to the YT channel on my Roku devices.

You need to go to your phone or computer and
go to your Gmail account.
Click on the round icon in the top right corner that has either your picture or the first letter of your name depending on if you have a picture.
Go to “manage your Google account”
go to “personal info”
then add your birthday to your account and change the setting to “anyone can view”
do the same with your gender.
Then try the movie again.
That’s fixed it for me.

Many posts here stating that google owns this issue. Interesting that I can cast a video to my Samsung tv’s YouTube app and plays fine. Try that same video on the Roku YouTube app and it restricts So, either Roku is lying or google is intentionally sabotaging Roku. Both are plausible in this YouTube TV - Roku fight. Only ones who get screwed are their customers. There are alternative to both.
Why does everything have to be some kind of vendetta against you? GOOGLE CODES THE YOUTUBE CHANNEL for Roku. Simple.

And Google codes all of them.
Not hard to parse the most plausible explanation...
And yes, there are alternatives to both which are cheaply/easily obtainable.
