Where a channel on Roku may be offered is controlled by the channel, not by Roku. Roku will only offer a channel's app in regions explicitly authorized by the channel owner.
Channels may limit their regions of distribution for a number of reasons. Among them are ownership and licencing issues for their included content, tax considerations, and limitations of their support capabilities. Bentkey does have a Roku app available in the US.
If you want to have a specific Roku-compatible channel available in your region, you need to convince the channel owner to authorize Roku to release it there.
