I tried them all (except factory reset)
I removed the app and tried to add it back in - it did not even show as an option. Only regular youtube was available - no youtube tv app.
Other than the Factory Reset, you can/should report the app loading failure:
To Roku:
Highlight the app/Options (*)/Give us feedback/Channel failed to launch
To Google:
You removed the YTTV app - you wont be able to get it back until the end of the dispute.
You'll need to use the YT app to access YTTV until then: Open YT, select "YouTube TV" in the lower left corner of the UI.
I’m having similar problem. Just set up anew Roku express+. It won’t load Pluto, hulu, sling, the Roku channel and a few others. Have you found any answers?
I have two channels - Netflex and Plex and continue to get the error message.

If you're receiving the error 'Can't run channel' on the channels installed on your Roku device, visit this thread and reply there with the information I asked for in my recent post.
Once we have the information needed, we'll be able to forward it to the appropriate Roku team to investigate further.
