Setting up second Roku camera

I bought a Roku indoor camera SE 2 pack. I set one up in my kitchen. The red light blinked and guided me to take a picture of the QR code and works great. When I plugged in the second one, for my bedroom, the red light never blinked. A stable blue light is on, so when I add a device through the app, it won’t let me because the camera isn’t asking to be set up. What am I doing wrong? How do I setup my 2nd location so I can view both through the app?
