Hisense Voice Remote won't pair

Hello,
I am trying to pair this Hisense Voice Remote to my Roku 3900 device.
It is supposed to be compatible.

I followed all the steps with no luck.
I am using a working remote to put the device in pairing mode, then hold the remote pairing button for 5 or 10 seconds, but the light is not turning on.

Any advice would be appreciated.

    The only models of express and express+ that won't accept wifi remotes are 3700 and 3710 models. The 3900 express should pair with wifi remote. But this remote being Roku tv wifi remote, you won't be able to program it for your tv brand. It only knows Roku tv IR commands.

    When it comes to Voice remotes the only tv commands that are sent via wifi are Roku TV commands. All non-Roku tv's are controlled via IR. But there is difference between Roku Streamer Voice remotes and Roku tv voice remotes. The former has boat load of tv IR brands, the latter only Roku tv IR commands. 

    As for why it's not pairing? Start with fresh batteries, just press and hold the pairing button for 5 seconds and release, let it communicate before pressing another key.

    The Roku 3900 is the 2nd gen. Roku Express. To my understanding, this player does not support WiFi Direct remotes, so the Voice Remote would not pair to it. I could be mistaken about that, but that's what I understood.

    but if this is a voice remote, wouldn't it use wifi to pair with the device?
    It should not use any IR codes, or does it?

    Yes, all Voice Remotes are WiFi Direct, so apparently it should pair with your 3900. It sounds like you've performed all the steps correctly, so I can't offer any additional suggestions. The basic Express was never on my recommended list, so I've never used one.
